There's a small bike share system (only available to residents).
There are a surprising number of protected bike lanes.
They have a weekly ciclovia (car free day).
The only thing missing are cyclists. I saw one person riding a bike share bike. Usually the bike lanes are empty of bikes.
Occasionally there are one or two.
Unfortunately not with bikes.
